I only read the article above, so I might not be properly informed but this is what the article said: "1-- Create a new state misdemeanor crime of willful failure to complete or carry an alien registration document. 2-- Allow officers to arrest immigrants unable to show documents proving they're legally in the country. 3-- Ban so-called soft immigration policies at local police agencies and allow people to sue if they feel a government agency has adopted a policy that hinders the enforcement of illegal immigration laws. 4-- Prohibit people from blocking traffic when they seek or offer day-labor services on street corners."

Where I live, it's not uncommon to see a handful of basement jack posts either on concrete pads or on the dirt itself to deal with soft spots on the foundation, but the soil here is thick, heavy clay with solid rock close to the subsurface, so there's not a whole lot of movement.

@Mike Milano The question is not about the safety of application, the question behind the question is: will this primer "seal in place" the lead paint without any EPA violation against the lead being friable, also will it not disturb that lead paint/chip when it is applied, I know for a fact that rollers and paint brushes can chip out paint especially when epoxy or even simply paint is applied, there is a viscosity factor when you start applying it, therefore if you have a chipped paint and you roll it with something viscous, then you are potentially spreading the lead based paint.
