Your state could be different but I believe that is generally the case nationwide.

And most QIs like us who do nothing else operate nationwide. 

Practically speaking, you will probably work with an internet lender like aimloan.com (they have great rates/terms), the 1-800 number of a nationwide bank, or preferably a mortgage originator in LV that your agent can readily point you to (the agent should know what lenders are friendly toward investment property loans, meaning they know how to originate and underwrite the files efficiently and not waste a lot of time.).The lender will evaluate your situation and tell you the max dollar amount of loan(s) that they will extend, based on your DTI ratio, credit score, cash reserves, and other factors.

However, when it comes to investing, I'm also seeing that regardless how bad the water issue gets, as a state(AZ), a region(SW), and a country, we just kind of push through it, with a combination of good and bad solutions, real estate values stay strong (aside from nation-wide or global downturns).

Specifically, there's job growth (Intel, Honda, Amazon, Nationwide, etc) and the population is growing (unlike Cleveland or Cincy).

Does anyone know of an insurance company in Colorado or nationwide that might be able to help me get it insured?
