,First guess time, I would say the issuing party is at fault for failing to check permits, etc. unless local ordinances specifically dictate how the outside of the property is to be maintained during renovations.That said, if the contractor did their usual "work a little then disappear for a month", they may have committed the violation, but that may still leave you holding the bag.Did the dumpster get dropped off?
