Not sure on Tax Deed States but I would think the county would want as much revenue as possible and only sell these at auction.Now you can try and buy the property from the person who is about to loose it.

Many can and do operate openly w/ no push back so long as they operate within the bounds of the law - to my earlier point.An attorney or doctor sounds great in comparison but are apples and oranges.
