Detail questions about tax liens & tax deeds need your advice

Hello BP community members, I have several questions that I can't find answers 

1. Can Tax Liens, Tax Deeds & Redeemable Deeds be bought before auction ?

Example: I know property near my home, that I'm interested to buy that owners already one year didn't pay tax, how I can buy their tax liens before it will go to public auction ?

2. What are the web sites that I can search Tax Liens, Tax Deeds & Redeemable Deeds by zip code or address ?

3. We recently moved to Chicago after living 9 years in China, most of our investors that like to invest to Tax Liens, Tax Deeds & Redeemable Deeds are Chinese, how foreigner or foreigner company can buy or take part on auctions for Tax Liens, Tax Deeds & Redeemable Deeds, do they need to register USA company and have USA EIN number (also known as "Federal Tax Identification Number" or they can open representative office of their foreigner company here in USA ?

@Ran Fridman It sounds to me like you are in the investigative "discovery" stage of checking out defaulted taxes bargains.

Given the myriad laws and methods of taxation and their remedies, you'd do well to focus on one state at a time. 

Then, invest in training that provides both overall strategic and tactical methods of profiting and then apply the specific state rules to your chosen market. You are NOT going to get an entire course for free on these forums.

What some people do successfully is to use delinquent and defaulted taxes to create a "hit list" of prospective motivated Sellers. Many of these properties have complicated scenarios such as deceased owners, missing owners, judgments, etc. that require title-clearing and/or probate skills in order to complete the purchase prior to sale (or suction timeline). 

Most but not all other liens may be wiped off title should you attempt purchase at the highly competive auctions. Therefore, the "hit list" approach is often preferable and more profitable.
