As you know, Texas has no state income tax and makes up for that, among other ways, through much higher property taxs compared to almost every other US state.

We're going to compare the cost of dirt/slab vs pier and beam though.We did get money from FEMA for our personal residence, but it will only cover windows, siding and flooring. 

The 2015 valuation is 610k but I believe it would sell easily for 750k, or 800k (fair price) just by comparing to similar properties.

Any other suggestions on getting my foot in the door prior to licensing?

If it is a 100 unit franchisee and they are putting only 4 stores backing your location out of the 100 that is different.You would then need to see the other stores sales and compare them for rent to sales ratio for health score with the business and then see if their stores are at,below, or above store average for the national brand.It's not just only the sales they are doing but the rent ratio.

The prior owner's certificates do not transfer to you.

I have seen high demand for my rentals in the early summer months compared to winter months.

I do believe sellers do not always respond well to real estate agents, if only because they quickly assume a 6% cost...but often from prior experiences. 100% commission jobs are often cutthroat.

Before lowering your rent, I would first check and see how your property compares to others.
