Neighborhoods adjacent to these facilities are a good bet, but there is a strong speculative environment right now. 

Buying land is more speculative in nature than buying rental property.

I have seen some very interesting speculative numbers on what the market could do with brand new properties, I would strongly consider it for sure if it is a good price.
