@David FlandersWhat you seek is not really achievable within the framework of the IRS rules.If the IRA purchases the property, then a non-recourse loan must be used.Once purchased with the IRA, a property may not be transferred to you or an entity you control, so that you can then arrange for debt-financing in your own name.Your only option would be to find a private lender willing to lend to the IRA at a more aggressive set of terms than a bank.

Whoever's name is on title, is accountable for the property taxes.If the arrangement is an instalment sale and the property is still in the vendors's name, then the vendor pays the taxes.If the vendor has sold you the property, but carried back a mortgage, s/he is now the lender.

Materials aren't cheap. 15k for the whole job isn't an unusual rate in Boston, I am sure he is making a fair profit.I'd be careful firing him at this stage of the rebuild, especially if he's performed according to the contract you both signed.
