So they lowered the values 20-30% and increased the tax rate enough so that year property taxes dropped a couple dollars and nobody complained.

With a mortgage of ~3.2k and monthly fees/taxes/maintenance being about 1k, it looks like these properties would turn a cash profit in the first year. 

That said, appreciation is very strong in both towns and there are often a lot of tax advantages that sometimes make it worthwhile to buy even without cash flow.

My question is this.....when does one actually receive the boot money minus the taxes owed for cap gain?  

I've never had a listing anywhere near this price range but I would begin to research the kind of people my buyer's would be, what kind of jobs they would have, where I could meet and find them.Secondly, I would get professional photography of the property and expose the home on social media and pay for ads on instagram, facebook and anywhere else it would make sense to.

A little background to start out because I'm feeling a little scatterbrained with the directions to take next: I'm 23 and currently own 2 duplexes with gross income just shy of $4k per month, net after mortgages, taxes, utilities, repairs, etc. is about $2,125 give or take depending on the month.

I should also mention that my main goal right now is cash flow rather than appreciation, because while I love my job, it doesn't pay me the income Id like.

So here is the first thing that doesn't make sense:How can anyone try to convince you that the foreclosure list, absentee owners list, job loss list, water shut-off list, tax lien list, and probate list are "good lists" when 999 people out of 1000 on your list are not motivated to sell?
