A good electrician?  

The subcontractors in the specialty trades such as Electrician, Plumber/Gas, HVAC, Hazardous Material, Etc...will typically also be required to pull their own permit.   

$100/hr isn't out of line for a licensed electrician.

This gives me a good place to start and I'll have a better idea once I go in with my contractor and his electrician.

I can save money by: digging septic hole myself, paying my uncle who is an electrician for the electrical, I have all the flooring already (brick for the bedrooms and bathrooms/bluestone for the kitchen/pine for the living room), I'm also in the military so I get 10% off at Lowe's on all materials.

I'm currently a residential Journeyman Electrician here in the state of WA. 

A licensed master plumber and electrician will obviously take care of their respective permits, so I'm not as concerned about those, I just don't know much about the building permit application requirements on a rehab / gut.I'm not doing the work myself -- it will all be subbed out.

We are going to apply for a HELOC and put a team together, i.e, realtor, contractor, electricians, plumbers, dry wallers and real estate attorney.
