I don't know what the building looks like or the square footage of exterior wall space, but a typical painter who works with investors could easily charge double that.But again, I haven't seen the building, and price will certainly vary depending on the specific contractor...

The options are hire painter for $5,000 to paint a whole house (ceilings, walls, trim, as well as small touchups for drywall nicks, caulk gaps in baseboards, etc). 

You would want a roofer to get the flat roof and gutter done right, and then a painter to do the exterior painting. 

New products are out for us tub painters that now cause a MOLECULAR bond, that is, the paint will share an electron with the porcelain itself.

Make sure that the surface is properly prepared otherwise it won't last.You'll want to get a good painters mask as well, not those little paper ones and make sure the room is ventilated properly, this stuff stinks.

Countersink the nails, and caulk the seams and gaps and nail holes with painters caulk (NOT bathroom caulk or silicon).And a lighter blue on the wainscoting- that particular blue isn't very good with the brown on the floor.
