And many fly by night investors came in to fix and flip without proper flood remediation. 

Just this year walked away from a deal when the seller would not remediate radon.  

I might be phrasing it incorrectly- Alliance Environmental did the tests that showed we had asbestos in the popcorn ceilings and they are a company who can provide remediation, but they are not the company who caused the problem.

Apparently remediation is going to cost around $2,000 with and if I want to prevent it in the future, a $100 / month servicing contract for bedbugs. 

We are talking roof, electrical, termite tenting, some stucco remediation, internal cosmetics, kitchen, etc.

In my initial networking leap forward here I'd like to offer up my knowledge of mold remediation, fire and water damage, carpet cleaning, and general contracting.

If your real estate agent has no knowledge of this type of form, they should still be able to contact the listing agent in order to have the smell remediated.

There is a 1500 sqft house that is needing remediation work done.

3) My thoughts these past few days have been that an annual PM inspection in Jan 2016, 2017 and 2018 could have remedied the issues above and the response from the PM is pretty weak. 

A landlord would have no enforcement power as the only remedy for a landlord is eviction.
