Indeed, most slumlords are quite proficient at NOT spending any money.

Just imagine climbing Everest WITHOUT a Sherpa, or deep sea diving without an oxygen tank, it's that important, until you yourself achieve the proficiency of being a "Sherpa of REI" yourself.

Part of me knows that RE is like any field...there is going to be spectrum of proficiency amongst those practicing.  

In my opinion, being proficient in this field requires selling a minimum of 12 investment properties per year.Did you or your client select the properties?
