Are there permits and special licensing for STRs in Indianapolis?

SC Coastal towns have gotten very strict with licensing, regulating, and permitting for STRs.

So I am having a professional go today and take a look, and take photos, and give a quote, and I am sending the tenant a legal notice as well as the PM that no other fixing is permitted on their own besides paint, putty, and any hiring must be approved by myself first.

When you say fully renovated, do you mean you did the work with all required permits and are a contractor?

I would go back to that company as you are doing and reconcile this, bring plans, drawings, the license number and permit number with you to make sure you show you are doing it all within the city regs too so they can get you back online.
