I think if the city were to repave the streets, fix all these jacked-up sidewalks, plant some trees, and do some general cleanups, the area would look a lot more inviting.

If I plant a seed (i.e. buy a first property) in that second market they'll get a commission and likely more down the road because I always want a "big enough footprint" to justify visiting it.

I updated the kitchens in my units, ripped out the carpet for hardwood floors and planted new grass in the side yard and that drove up value significantly.
