By embracing problems and using their own maintenance people...they only make real money when there are problems.

Somehow, I sincerely doubt that whatever VA statute that allows the maker of a contract (supposedly) to arbitrarily include a provision that the person who breaches that contract must pay them 25% of the amount on the contract - includes landlord-tenant statutes.So, prove you are right in VA, regarding residential leases.  

For me personally in a B- neighborhood, stainless steel wouldn't be a deal breaker but it would be a deal maker if there was a washer and dryer.

If you can't learn to make real estate a passive investment, if this isn't your full time job, then you may not be suitable for land lording .
