On the sf and condo, I would prefer vacant so you can get the places ship-shape for a renter of your choosing..

I agree with @Jerry W. that the ship has probably sailed on the easy opportunities in that area.

I think Brandon's plan of rent deferment via future rent increase is going to be like trying to plug a sinking ship with lots of holes with too few fingers.
