Just one minor correction (as it can be an important distinction):You don't necessarily need a listing agreement from the seller to advertise their property (legally); you only need permission to advertise.

Due to the difficulty in finding lenders willing to lend to an LLC, would it be possible to transfer a property in and out of an LLC ( assuming written permission from the lender is obtained) via warranty deed in order to obtain financing and utilize 1031 exchanges ?

Tell them you want written permission to show the house or unit to prospective tenants with 24 hrs notice.These are items that SHOULD already be in your lease agreement.Now the tenants have an incentive for you to show the unit to tenants that YOU have vetted.

As well as the fact that you were not given notice of the "problem" or a chance to fix it. this seems like a scam to me, but it is a little harder to get out of since the city seems to be running this scam.For example of some lawn and garden company came and mowed my yard without my permission and then demanded payment I would tell them to shove it.

The PR can sell property to pay debts, refinance, and continue to run the business but they must ask permission from the court to do most of those things, and the heirs have an opportunity to object if they choose.The will does not transfer title to a property only a court can do that.

In my state, if you have one lease with the owner's son and no lease with the roommates, it would be the son who evicts the roommate and he would need a letter from you, the property management company, giving permission for him to do so.
