One of them is moving in from out of state cause he gota new job so family has to move, the other is local. both have families so am having a hard time deciding who to rent to.The person from out of state currently owns a house himself and is planning on selling so should know how to take care of a property, at least that's what I think.The second is looking for a bigger space for his family.

Walls were already bulging inward into the basement.I am a very raw newbie in this and I do not feel comfortable picking up the pieces of this house.  2 major floods in 10 weeks and causes were due to geography (not flood zone, just street sloping), it will flood again.

EDIT: now saw Chris reply minutes ago, so what he said LOLYUP you have two bummers in one deal.. you have dead beat seller ( not always of course but if your talking these low value beat up homes in semi hood areas then yes) and you have the marginal borrower you described.. so since title stays with the dead beat original owner who knows what mayhem they could cause to the title and force you into a foreclosure or quiet title just to remove their crap.. in the right circumstance they are OK  know the owners well know the borrowers..

If you are waiving, you need to determine the source of the water moisture causing the mold and the extent of the mold. sometimes, mold can grow in non-visible areas and can be worse than visual assessment.
