My experience with all of our properties on what tenants will and won't pay for:Will: prime location; maximum square footage possible for the price range; an extra bathroom; good storage; no carpeting; accepting pets; fenced-in yard; central HVAC; main-floor W&D hookups.Won't: fancy appliances; upgraded counters; jacuzzi tubs; fancy outdoor spaces; throw-ins (lawn care, pest control, etc); fancy floors; fancy window treatments; Our tenants have consistently told us that they value the most space per dollar that they can get, in the best location, with basic amenities more than anything else.   

The volume of people, the traffic, and the heat in the 4 long months of summer combined with no outdoor activities.

The entire Boise metro has been on the rise recently for a lot of great reasons (extremely cheap cost of living relative to Los Angeles, an outdoor enthusiasts dream with 80 mountain ranges in the state, and a great brewery scene) and Caldwell is a stone's throw away.

I'm looking to build on the high end side of finishes, materials etc and also need parking spaces 2 per unit and thinking rooftops for the top floors and outdoor areas for the bottoms. 

Assuming your tenants pay for electricity, boom, they pay for heat, and they can have their apartment at whatever temperature they want.

Currently, the owner pays all utilities.Clearly, it's not ideal to only allow one tenant to control the temperature (which is what the current set up is).
