There are so many factors that could influence this.

If the owners, or third parties acting on behalf of the owners, are purposefully bidding to influence the final sale price? 

Get a handle on the owner's books to see how well it performs, which will fully influence the value of the business and the offer you should make (if any).Find out from the Seller if they are open to Owner Financing and if so what terms.  

I would not be happy to buy some land expecting the government to extend the sewer system only to find out the canceled the project.How much influence should we allow theses plans to have when making our own financial decisions?

I dont deal with them directly of course .. but i have influence from my lender standpoint..

The real estate agent must disclose anything that might influence the buyer's purchase decision - IF - he knows about it.The exception is if the seller fills out the optional "Seller's Statement of Property Condition".
