Under federal code, you have 15 years to sell it before you have to pay capital gains taxes (military gets 15 years instead of the standard 5) as long as you lived in it for two years (which you have) and then moved away due to receiving orders.

@Marc Possoff here is the zoning code published by the city https://www.amlegal.com/codes/client/philadelphia_pa/For a garage/ parking pad you will need a curb cut which will require a variance unless its on a backstreet which does not allow parking.
