A co-worker of mine has been to Nicaragua before(as well as a number of other Caribbean countries) and feels it will only be a matter of time before it follows Costa rica and booms.

If you want to play hardball you can ask the seller to cover the cost as part of the terms of closing on the other properties on Monday.  

So, it's about the same cost as you're quoting.Using (qualified) guys working on the side hasn't been a problem with quality of work for me, but it has been a problem with reliably contacting them.  

I understand that filling a tank can cost a fair amount up front, but does it last for a while in a warm-ish climate (SC)?

BUT clear title will give you the 100% guarantee.So always budget the clear title cost as part of the cost before bidding.

Depending on the scope/size of the project, the plans could cost a few thousand dollars (really depends on scope though).
