I was actually a student at the university there not too long ago, part of the wine program.

I was able to do it near a University (which it sounds like that's likely where you're moving to), and renting by the room can be a powerful strategy that not many are willing to do. 1) "Best" is subjective.

And before people assume Rice is some toilet of the universe, which ok, parts may somewhat qualify for that statement, lol, there is also big $ in Rice.

Section 8  is a HUD-funded program but there are no universal regulations.

Buy where taxes are low on rental properties, populations are growing, economies are growing, and there are at least two of the following: Gov spend, Major healthcare, transportation hubs, universities, sports teams, industry concentration, tourism, manufacturing.

For me, I am a full time university student and part time server, so my time is somewhat limited.

At that point I knew the universe was telling me, RE is my calling.

I know that it is a strong college town with the University of South Carolina.
