@Michael Hacker  ONE other item you need to think about with EVAPS is the high WATER bills.  

That's just the nature of the business.To add to the complexity, there are any number of unidentifiable factors that could affect an appraisers value.  

I know many students that live in random houses owned by small real estate investors and house-hackers as well.
