in my area water bill can go in remnants name but landlord is ultimately responsible.

Countertops for longevity  I get granite and  if it is small you can maybe snag a remnant but formica could be fine depending on your tenant pool.   

Can easily get left overs / remnants cheap for a small project like this as well I bet.  

@Renee Anders if the carpet in the remaining bedrooms is met with laminate at the doors, you can often get remnants from carpet installers (new carpet, too short for another full job) for a fraction of the normal cost per square foot.

Enlisted can get hammered if they are bad remnants, and officers are held to a higher standard.

You can't convince me for 5 seconds that heavily "red" states like the one I live in decided to shut down just because it sounded quaint. 

I told them to pay that and I wouldn't charge late fees on the remnant.

Like others have mentioned, burn holes in the carpet and remnants of ash on countertops/floors are definitely something you'll want to take note of and document.

Good remnants (most the time) projected growth is excellent especially in the point of the mountain areas on both sides of Utah lake.
