Every year you must have the property inspected and remediate any problems.  

The main problem I see is that if you ever want someone to work on it you'll have to tell them....some contractors then won't do anything unless you have it remediated. 

@Victoria S. there are companies that specialize in mold remediation and you can likely find one in the KC area just by googling.

Let's just say the cost to remediate and remove the shingles would have been enough to kill my cash flow from the property indefinitely. 

The price will be driven by the number of fixtures and lengths of runs of piping, but I just can't imagine it costing it anywhere near $30 to $40k.For a similar project for me in Kansas City, re-plumbing new water supply lines would be <$10k.I think big risk is how much water damage, mold remediation, drywall patching, insulation, framing & other finishes needs to be replaced?

However, the fact that she's not proactive enough to kick out dead-beat tenants for 18 months tells me she probably won't take the steps to remedy her situation in any other way.

In my opinion, this job might be a little much for a standard cleaning service, but doesnt quite meet the need for a hazard remediation service. 

As an Agent in Austin several years ago, one of the top HS in the city got a very low overall rating, but when you dug into the data, it was because there had been too many minority students dropped out of the HS remedial programs.

Most are also licensed real estate brokerages so they have all the proper licensing, liability coverage, E&O insurance as well as remedy through the State’s oversight board.

In my case, there are major issues like roof replacement, siding, mold remediation, etc. and the house is vacant and in very poor shape, so there is no way any of these violations will be taken care by the seller.
