I would assume that they were already tenanted with Section 8 renters since most of the time properties that pass municipal code requirements don't necessarily meet requirements for Section 8 rentals, meaning there is typically a list of repairs generated by the Section 8 inspector that need to be addressed even if the home previously passed a city inspection.

I do it myself and takes 20 to 30 minutes a month (did it yesterday for Dec), with about 7 of those minutes for 1 property in Blount County, TN which requires the form to be manually filled out, write a check, address an envelope, scan doc and check for my records and walk it to my mailbox.

Multiple professional references, when addressing this issue, carefully state: "the IRS position is..." - which to me indicates the same doubts that I have about the legality of the IRS position.Until the IRS is challenged in court over this position and loses, I choose to comply with their position.
