Won't improve the heating bill much but will make the residents feel warmer.I would say getting a 3rd party to install submeters will be more effective at effecting peoples behavior than proportional metering but if submetering each unit is too hard maybe submeter by floor and pit them against each other.

These neighborhoods have a higher proportion of tenants who are abusing the system and forcing housing prices up in neighborhoods like this due to overuse of federal subsidies, incompliance with lease terms, and incurring higher costs of unpaid repairs which get put back on the landlord... which the landlord will aim to pass on to another tenants through higher rents.A lot of investors, fully aware of the margins behind low income housing, avoid it altogether.
