The buyer's realtor should have ordered and tracked the warranty, the buyers title company is looking out for these things as well - do either of them - having let the deal close and record - now bear any of the responsibility?

I want to sub meter each unit's water, so I would non longer have to bear that cost.

If it’s just a shell and you’re going to build it out, I can’t imagine getting a permit anywhere without engineer/architect signed and sealed drawings (blueprints) that detail electrical, plumbing, walls, load bearing calculations, etc.
