Furthermore, if your mother-in-law had a will, then the probate court will have to probate the will and appoint a personal representative to administer the will, especially if there are other assets not in a trust that will go to named heirs. 

If you google "HUD-VASH your local city/county name," you will probably find the local housing authority that administers it (local to me it's the same people that do sec 8).

I would check to see with your SD401K administator, but you can't invest in your own deals using your SD401K.

Be sure you understand the process of administering this tax burden in your IRA and the tax cost. 

Without separate meters, no separate billing will be done for you and you're SOL.FYI, a good lesson about contracts, which I gained over forty plus years of managing with them, writing them, administering them and all the etc. that goes with that.......follow the rule of three....1. tell them what you're going to tell them. 2. tell them.  3. tell them what you told them.

If so are you using a company to administer the service or are you calculating the billing yourself. 

You can administer the investments, but cannot benefit now by receiving income or inject benefit into the IRA through services like performing work on the property.If you get a good rental property in your IRA, for example, your IRA has a stable asset securing the principal, with consistent income over time and the potential for appreciation. 

-Toilets that don't clog easily (I like Toto)-A single heating system with submetering or heating added into the rents can be more affordable than maintaining independent systems (be warned though that you may have to administer the bills with submeters which is definitely a time consumer)  Electric baseboard heat can require no maintenance for several years (but is typically more expensive to operate depending on energy costs). 

There are two reasons why I do not currently require renters insurance: difficult to administer and impossible to enforce.

I personally would not make such a loan as an investor as it is much more complex to administer than a simple trust deed/mortgage.
