Maybe they thought it was open space, wild land, owner didn't care - maybe was dead, etc.Instead, I would introduce myself to my new neighbors as the new owner of the land "next door" and talk with them about my plans for the property.  

I'd personally raise rent to 3500 and keep tenant, they will likely pay and it makes it worth your wild.

Also, I think certain areas are definitely more prone to wild tenants than others.

He'd leave the apartment and she'd follow him outside like some wild novella, sobbing and begging and beating on his chest right outside my window.  

Her 5 year old child was pretty wild and fairly defiant but she seemed well put together and professional.

The worst tenants to get are either moving straight from mommy and daddies nest or have been allowed to run wild by previous landlords.

If this is the case in CA you may be in for a wild ride if they decide not to pay rent.I have never liked the idea of being a student landlord.
