Dang @Calvin Thomas, this IS a pickle.As far as the money goes, I would be inclined to forego the legal pursuit and put the $50-75k (or lets say $75k since legal fees are rarely less than they can be) towards the $110k in re-construction costs.

I think that a lot of nearby areas will appreciate before the places you mention here because the train is so dang loud and uncomfortable, the highway is so close, and so much effort will be needed to resolve the general look and and feel of the area.I live about 10 blocks south of I-70 - near to those areas, and I can tell you that while not a distraction, the train can certainly be heard in the distance.

The HUD Consultant started reviewing our project and thought initially that we could have a specialty contractor with an electrician and plumber as part of our team.Over the next 4 months we received specific quotes and had to itemize the invoice specifically in the form that the bank requested.

Writing up an invoice at the end of the month is way way easier in my experience, and makes the owners happy because their bank account gets the money.Then add yourself to the other contact (email and phone number).
