Low cap rates do not necessarily imply that you can't have cash flow.You can cash flow by renting out a newly purchased one bedroom condo in LA, no problem (as long as you don't use too much leverage).

You've received some excellent advice here -- just want to underscore what has been implied in several of the comments: Discard the idea that the property is "valued at 600k" and think about finding a purchase price that will allow you to earn an acceptable profit.

Markets with high appreciation rates are expensive and have low initial cash flow... that comes with the territory of having persistent limited supply and high demand ... this does NOT mean that you can't make boatloads of money, and it certainly does not mean you need to be a speculator to do it as many would imply.
