They don't meet my requirements of good schools, good people, low crime, small semi rural towns.I'm not saying no good people live in Clayton, just that with bad schools and bad reputation which now includes Dekalb it's harder to attract good people to a rental there.

If you are set on not offering a deposit you will need to make your offer look more attractive in other ways, maybe increase the offer, decrease the inspection contingency period, promise a short close.

Check code on this and be aware that it isn't that attractive, but if code allows it and it is in a C/D neighborhood, it may not be as big of a concern as a safe place to go to sleep at night.
