As mentioned above, keep the brick non painted.I've had good success using bleach and a power washer to brighten up the brick in the past.  

The Realtor should be an important member of your Power Team.  

I have spent a lot of time and brain power trying to understand the barrier and driving force.

To be more accurate, someone has to have the capacity, power and legal authority to pass marketable title. 

I use land trusts, but they can be complicated and my biggest issues is educating the end buyer about the power of those trusts.  

Get a Specific Power of Attorney from your mother appointing you as her administrator of the property and file the POA in the land records. :)
