Outside of a private lender you’ll be hard pressed to find financing at 90% LTV or better on an investment property.

@Phil McAlister working as an agent, there are so many unknowns I have ran across in deals, this can be risky advice to someone who is either pressed on time or someone who is just starting out.

A lot of the press is about justifying the massive expenditure they are about to make. 

Problem there is currency manipulation, for example China pressing their currency down vs USD.

Another option to consider: Be the squeaky wheel - get vocal with the current board, review the full financials to understand the issues, run for the board on the next election cycle, once on the board, press the management company on service issues or find a new manager.On the plus side, it sounds like your getting new siding which should help the overall appearance of the community and long-term values. 

The press for years has had their fun trashing it.
