Behaviorally having no debt is such a strong peace of mind, math tells you leverage is always superior but that's the discussion you need to have internally.If I was you I would buy my primo properties with a 20-40% LTV and my speculative properties with a 70-80% LTV.

If you haven't raised the rent in over two years, chances are market value rent is now closer to $1,900-$2,000 per month if I had to speculate. 

Maybe you can be a speculator and pray for appreciation (so there is option value for sure) but its normally not enough to offset the negative cash flow unless you have really deep pockets. 

We needn't speculate, those regulations are enforced regularly.

To that last question, you want to buy before the area is "there" which takes some degree of educated speculation.
