A lot of people suggest not paying off your mortgages if you own a lot of properties because if someone decides to sue for whatever reason, their lawyer will see all that equity in your properties and try to take it.

Now I'm left wondering whether it's best to lower the price to get the property off my hands asap or to make some costly improvements that will probably neutralize any increase in value.

Would also be interested in any suggestions for markets/neighborhoods that would be a good fit.

I always suggest to do the math backwards . see what the rents are and how much of a spread youd prefer to make over the mortgage payment and offer accordingly .
