I agree with your assessments about the city streets, but that's as much an element of living in the snow belt as anything else (and I grew up in Buffalo, New York, so I know snow).

Other parts of Ohio and the rust belt without so many duplexes might make more sense for what you're doing.

Rust belt and Florida are where I have 3 working their way through the process now. 

After that my 5 year is to hopefully have 3 rentals under my belt.  

We have 1 project under our belt using a hard money loan and fix it up and now we are renting it out.

I don't disagree with you in spirit but unless they have someone like you with 500+ deals under their belt, there is a better than average chance they aren't going to dot their "I"'s and cross their "T"'s.I love the BK tactic.

Get some savings under your belt!

It will get your first property under your belt, with a small down payment and low interest, and will give you practice with property management.
