Things have gotten progressively worse with the final straw being that he/his crew dumped sink/trash/rugs/mattress/furniture in the backyard, right next to the house, after renovating a unit.

On 2FL floor I am cutting cost by (A) Bedrooms: cleaning, painting the wood floor chocolate brown, and throwing custom fit area rugs (B) Bathroom and closets: vinyl sheet (C) I am not sure what to do in the hallway - Ideally I would sand/refinish the hallway floors (a permanent solution).

another option might be a less expensive carpet & pad (which you would replace every so often) along with some nice large wool rugs (more expensive but wear very well, and don't fade in sunlight) which would be dry-cleaned if needed.
