They don't sell income producing assets unless they can replace it with a greater earner; they borrow against the asset at low rates and have it both ways - access to cash without paying taxes and interest deductions.

My belief is there are 2 primary plays in coastal CA cities 1) patience (long term coastal CA RE has always produced good to great return) 2) value add.  

Depending on credit history and income the property can produce you may be able to go up to 85% financing on a 1-4 unit purchase.
