It's the perfect storm of low end houses (they look nice, but they are all builder grade stuff where they are throwing these homes up by the thousands every year), high occupancy with most stays having a high percentage of young wild children, and tired parents after a long day in the parks that are too wiped to police their kids properly.

@Anthony Quint, the 1031 exchange is something you don't have in CA that allows you to sell appreciated real estate in the US and purchase new real estate while indefinitely deferring paying tax on profits.The thing about this for a non US citizen is that you will be subject to a 15% withholding called the FIRPTA withholding tax.

My parents live in the Katy neighborhood.It is very safe and from what I understand, has a good school system.A lot of the homes are 'newer builds' since it is still a relatively new neighborhood.You are also in downtown houston in about 30 minutes during non-rush hour times using the I-10 highway.I don't think you can get the 1% rule anymore in the area but close to it.Since the homes are newerish, hopefully the property won't have too much renovation / repair costs.Best of luck
