The driveway may be improperly sloped and higher than the garage floor with evidence of past moisture intrusion into the garage and should be evaluated with remedy as necessary by a qualified grading and drainage contractor.The rest of the things showing are small things that don't seem of huge concern to me.

I wouldn't be overly concerned about the siding while its a little ugly to have the bubbling but water intrusion isn't possible unless its so poorly installed it blows up in the wind and allows access to the wall behind.

@Jimmy Chao 99% of water intrusion problems are due to improper drainage--namely improperly functioning gutters, downspout and extensions and soil not being properly graded away from the foundation.

I go and inspect and there is literally no leaks upstairs, no water lines in this section of the house and no rain for days outside and no sign of moisture intrusion from outside.

You should be able to tell if there is water intrusion from the recent snowmelt (assuming someone isn't there to cover things up), and a thorough home inspection will tell you the rest.Time is important, more then likely they will want to be rid of this thing (depending on how you present your findings...) rather then a few thousand extra bucks on the sale.
