If the neon glows dimly or not at all on both slots, then the box is not grounded.Don't use a voltmeter for this test.

I would leave them gutted, clean and well lit until you have a tenant identified.

You will see two fabric coated conductors coming out at lit switches and sockets. 

A water heater is a time bomb and if it's installed without a drain pan under it then the fuse is lit and it's ready to blow.
