City can put citation for weird reasons and you are constantly have to be careful also POS violations when you buy property needs to be fixed before renting it out.

Couple days later, you get a citation from the county board of health over these conditions.Do you report the guy to the state board of realtors?

Snow has melted and refroze and is 6" thick ice, grass isn't cut and the city issues a citation, garbage bill not paid and now you have accumulation of trash which can attract rodents or upset neighbors.

I was hoping for a source or citation on that. 

The home is already receiving citations for poor yard maintenance, etc.Question: How should I handle the conversation and potential transaction when I end up talking to the son?

Now they can directly contact the owners when issuing a citation.

They(castle) deposited my check and yesterday I received a citation from the city of Warren notifying me that my property is out of compliance.

However, we have just received our first citation from Cobb Co. even though most violations are small.
