So many landlords clean with bleach and paint with kilz and other unsafe practices concerning mold, that finding a place to live when your body is burdened with mold toxins and you are super sensitive... is nearly impossible.I would like to start helping people by buying properties and renting them to people who need an environmentally safe place to live.

If you spray it down with bleach (1/2 water, 1/2 bleach) that will kill any mold left.

He said the basement has the moisture and now surface mold (the utilities have not been on all year, so he said it's because no air circulation down there) and can be cleaned with bleach (for now, unless it gets worse).

That will let you know when to stop but I always say curb appeal if you see a roof has stains and may be older and not leaking clean the roof over replacing it with bleach and water but you want the front to look the best.
