If you don't know the market very well, then you/syndicator had better identify an emerging market since "a rising tide raises all ships".

I think that's wise.As to market timing, I think that's a fool's errand in a rising market like this.

The management company for the association is saying that they are not paying for anything as, in their by-laws, there is a 14 day window when an issue like this one arises.

Our issue is not finding discounted properties or the cash buyers side, our issues are arising after these steps have concluded. 

So neither of you were doing what you were supposed to....but thats a moot point, because its in the contract, and the seller and buyer sign that form at closing that says they will correct any mistakes post settlement that arise.
