It does not mean that the agent is dishonest. 

I don't think it's always that they are dishonest , (although that is the case a lot of the time) but the good contractors are always busy and looking for ways to maximize available time.

Beware dishonest contractors.

All it proves is she is a dishonest person, which means she will have no problem being dishonest with you.2.

If I know I have another agent across the transaction working with me on behalf of the buyer to successfully get buyer and seller to the closing table, it is more comforting than thinking I could be dealing with an amateur buyer or worse a dishonest buyer that doesn't know what needs to happen. 

I am not recommending that as it seems completely dishonest...but appearently people do it.
