The only hard case you might get if you get an owner that is deceased or deciding heritage, than you need to hire an attorney or go with probate (from someone outside of usa i suggest you avoid those cases, but if the overage is high than you might consider hiring an attorney).

Clueless governments over time have added rules to "help" tenants for political reasons such as rent control, then more rules to avoid tenants abusing previous rules leaving a relatively complex system that no new government has the guts to really cleanup (BTW the city of Seattle is trying to go down the same path, clueless politics know no borders).Now, if there are still millions of RE investors, they must make some money somehow otherwise they would all park their money abroad or in commercial RE, leading to residential prices dropping.

OR border to just south of Seattle that had 10 acres or more of visible timber ( via aerial photography that was available at the courthouse for free )  then we reversed directory them and had tele marketers hammer the phones 2 to 3 nights a week.
